Introduction
Four detainees who escaped from an immigration detention center in New Jersey are still missing as of Friday, according to statements from law enforcement officials.

This incident follows what the mayor of the city described as an “uprising” at the facility, indicating a significant disturbance that may have contributed to the escape.
The authorities are actively searching for the individuals, and the situation has raised concerns about security protocols within the detention center. The escape has prompted a thorough investigation to understand the circumstances surrounding the uprising and to prevent similar incidents in the future.
The individuals in custody were located at Delaney Hall, a facility situated in Newark that operates under private ownership. This establishment has been designated as a detention center through a contractual agreement with Immigration and Customs Enforcement (ICE).
The arrangement allows ICE to utilize the resources of Delaney Hall for the purpose of housing detainees, reflecting a broader trend of outsourcing immigration detention to private entities. This practice raises various discussions regarding the implications of privatization in the context of immigration enforcement and the treatment of those held within such facilities.
They managed to breach a wall characterized as “drywall with a mesh interior” within a unit, which subsequently led to an exterior wall and provided access to a parking lot.
This information was conveyed by U.S. Senator Andy Kim, a Democrat from New Jersey, who received a briefing on the incident from facility administrators and leadership from the Immigration and Customs Enforcement (ICE) on Friday.
Senator Kim was accompanied by Representative Rob Menendez, also a Democrat from New Jersey, during this briefing, highlighting the seriousness of the situation and the involvement of key political figures in understanding the circumstances surrounding the breach.
During a press briefing on Friday, Kim expressed concerns regarding the current whereabouts of the detainees and raised questions about the potential vulnerabilities of other walls within the facility.

He emphasized that this situation highlights a significant level of incompetence and recklessness in the management of the facility, underscoring the urgent need for a thorough assessment and improvement of security measures to prevent further incidents.
The facility is currently undergoing a comprehensive security review, as confirmed by Kim, who also noted that an investigation is underway regarding the recent breach.
He indicated that this situation will necessitate significant movements of detainees from the facility, highlighting the seriousness of the circumstances and the measures being implemented to address the security concerns.
Kim indicated that efforts are currently underway to obtain definitive information from the headquarters of ICE regarding the future of this facility.
The primary focus of these inquiries is to ascertain whether there are plans to close the facility or if it will continue to operate. This step is crucial for understanding the implications for staff, operations, and the community that relies on the services provided by the facility.
The recent escape occurred in the wake of significant disturbances and unrest that unfolded over the previous 24 hours, primarily stemming from issues related to food access within the facility, as reported by Kim.
Tensions had been escalating among the residents, who expressed their frustrations regarding inadequate provisions and the management’s inability to address their basic needs.
This unrest not only highlighted the critical situation surrounding food availability but also underscored the broader implications of neglect within the facility, ultimately culminating in the desperate actions taken by those seeking to escape their circumstances.
The movement of detainees, which involved utilizing the cafeteria for logistical purposes, significantly disrupted their access to food. This interruption not only hindered the basic needs of the detainees but also contributed to a rise in unrest within the facility.
According to Kim, the inability to provide consistent meals was a critical factor in escalating tensions among the detainee population.
The concerns surrounding the treatment of detainees at the facility extend beyond the inadequate portions of food provided to them; there are also significant issues related to the denial of visitation rights, as highlighted by Kim.
This situation raises serious ethical questions about the conditions under which individuals are held, prompting a call for reform. Kim emphasized the importance of ensuring that all individuals, regardless of their circumstances, are treated with respect and dignity.
The sentiment expressed reflects a broader commitment to upholding humane standards within the state of New Jersey, where the aim is to foster an environment that prioritizes the well-being of all individuals in custody.
The Department of Homeland Security (DHS) has confirmed the identities of the detainees who escaped as Franklin Norberto Bautista-Reyes and Joel Enrique Sandoval-Lopez, both from Honduras, along with Joan Sebastian Castaneda-Lozada and Andres Pineda-Mogollon, who are Colombian nationals.
In response to this incident, a senior DHS official announced that additional law enforcement agencies have been engaged to locate the escapees, and a be-on-the-lookout (BOLO) notice has been issued to aid in their capture.
To further incentivize the public’s assistance, DHS, in collaboration with the FBI, is offering a reward of $10,000 for any information that leads to the apprehension of the fugitives. Additionally, DHS has addressed and refuted claims regarding “widespread unrest” at the Delaney Hall facility, asserting that the privately operated center is committed to delivering high-quality services.
These services include 24/7 access to medical care, both in-person and virtual legal and family visitation, access to general and legal libraries, translation services, meals approved by dieticians, options for religious and specialty diets, recreational facilities, and opportunities for detainees to practice their faith.
